公共治理视角下公共图书馆信息公开的现实困境和路径选择——以年报公开调查为中心

Realistic Dilemma and Path Choices of Public Library Information Disclosure from the Perspective of Public Governance:Focus on the Investigation of Annual Report Disclosure

年报制度是公共图书馆履行信息公开主体责任最重要的专业化路径。文章以年报公开调查为中心,调研全国地市级以上公共图书馆落实《公共文化服务保障法》《公共图书馆法》关于年报公开制度要求的具体情况,分析公共图书馆信息公开的现实困境,并提出加快公共图书馆信息公开法律体系构建、完善信息公开考核评估、加强年报编制培训指引、强化信息公开典范的示范引领、推动基于年报公开的事业发展研究等策略建议。

The annual report system is the most important professional path for public libraries to fulfill the main responsibility of information disclosure.Focusing on the investigation of annual report disclosure,this study reflects the specific situation of city public libraries in implementing the requirements of the annual report disclosure system in the Public Cultural Service Guarantee Law and the Public Library Law,analyzes the realistic dilemma of public library information disclosure,and puts forward some suggestions,such as accelerating the construction of the legal system of information disclosure,improving the assessment and evaluation of information disclosure,strengthening the training guidelines for the preparation of annual reports,strengthening the demonstration and guidance of the model of information disclosure,and promoting the research on the development of public library based on the disclosure of annual reports.
