北宋京城所职能考述

On the Functions of the Capital Institute in the Northern Song Dynasty

京城所于熙宁八年(1075年)设置,设提辖官总领京城所事务,下设大小使臣,统领广固指挥,招募工匠,主管京城营建。京城所与原有的东西八作司职能相重叠,侵夺了原属于八作司的一部分职能。伴随着京城修缮任务的进行,京城所逐渐派生出营利职能,主要体现在租房、度牒和茶税等专卖收入。元丰八年(1085年),京城所的收入由户部左曹支配。宋徽宗时期,京城所的收入主要用于皇帝的私用,前后收入使用的变化,反映出宋徽宗为满足自己的需要侵夺国用。除此之外,京城所的设置直接影响了金朝南京和上京提举京城所的设置。

The capital office was set up in the eighth year of Xining(1075年).It set up a governor to head the affairs of the capital office,under which there were large and small envoys to command Guanggu command,recruit craftsmen and take charge of the construction of the capital.The capital office overlapped with the original functions of the East-West bazuo department and invaded part of the functions originally belonging to the bazuo department.With the progress of the capital repair task,the capital office gradually derived profit-making functions,mainly reflected in the monopoly income such as renting houses and Dudie.In the eighth year of Yuanfeng(1085年),the income of the capital office was dominated by Zuo Cao of the Ministry of household.During the Huizong period,the income of the capital office was mainly used for the private use of the emperor.The changes in the use of income before and after reflected that the Huizong invaded and seized the national use to meet its own needs.In addition,the setting of the capital office directly affected the setting of the capital office in Nanjing and Shangjing in the Jin Dynasty.
