摘要
现状万泉河流域上游水库设计汛期调度运行方式对下游防洪作用有限,海南博鳌乐城国际医疗旅游先行区水安全保障问题突出,仍存短板。为充分发挥上游水库调蓄削减洪水的作用,挖掘防洪调度潜力,对山区洪水进行更加有效地控制,保障下游防洪保护区的水安全,结合台风预报,研究分级控泄、增设判别条件、预泄、汛限水位动态控制等方法,建立河道(堤防)、水库群(闸)联合调度模型,分析计算不同典型设计洪水组成,提出安全有效、经济合理的水库群防洪优化调度方案。方案对布局流域防洪体系、减少工程建设投入、指导实际调度运用都有重要意义。
At present,the designed dispatching operation mode of reservoirs in the upper reaches of Wanquan River Basin during flood season has limited effect on the flood prevention of the lower reaches.The water security of Boao Lecheng International Medical Tourism Pilot-zone has some problems,and there are still shortcomings.In order to give full play to the role of upstream reservoirs group in regulating,storing and reducing floods,tap the potential of flood regulation,more effectively control floods in mountain areas,and ensure water safety in downstream flood protection areas,combined with typhoon forecast,study the methods of graded discharge and control,additional discrimination conditions,preemptive discharge,dynamic control of flood limit water level,etc.,this paper establish joint-regulation model of river channel(embankment)and multi-reservoir(sluice)group,analyze the composition of different typical design floods and propose a safe,effective,economical and reasonable optimal dispatching scheme of flood prevention of multi-reservoir group,which is of great significance to the layout of flood management system,the reduction of project construction investment,and the guidance of actual operation.
