进入新发展阶段,健全乡村振兴推进机制的重要性迅速凸显,要求科学把握全面深化农业农村改革的方向。新发展阶段全面深化农业农村改革的总目标,应该是农业农村现代化和推进农民农村共同富裕,要推进农业农村现代化植“根”固“本”铸“魂”。要注意发展阶段、发展环境的变化,切实推动农业农村优先发展落实落地。注意顺应时代要求,推进农业农村改革重点转移,在继续巩固拓展还权、确权、活权、优化环境成果的同时,推动农业农村改革更好地面向推动赋能发展和联合融合的需求。要顺应新阶段新要求,着力增强农业农村改革的系统性、整体性和协同性,推进农业农村内部改革的协调联动、城乡改革的协同推进,并将其同优化城乡空间布局结合起来。
