基于P-R-E-D协同的区域高质量发展评价研究--以滁州市为例

Evaluation on Regional High-quality Development Based on P-R-E-D SynergyTaking Chuzhou City as an Example

以滁州市区域发展为研究视角,基于人口、资源、环境、经济的四个维度构建区域高质量发展评价指标体系,并运用系统协同性分析模型、障碍度模型揭示区域高质量发展现状特征与问题。结果表明:滁州市区域发展水平总体呈上升趋势,但在人口素质、资源循环利用、经济稳定等方面发展滞后;滁州市P-R-E-D四个子系统协同性良好,系统要素协同性较弱,区域高质量发展水平不高;劳动生产率、GDP增速波动要素等为高质量发展主要障碍因子。对于评价结果,提出优化人才结构、加强资源循环利用、建设绿色生态环境等相应的政策建议。

From the perspective of the development of Chuzhou City,it built a high-quality development evaluation index system in this study based on the four dimensions of population,resources,environment and economy,and used system synergy analysis models and obstacle models to reveal the characteristics and problems of the high-quality development status of the region.Essence results such as the level of development of Chuzhou City is generally upward,but the development of population quality,recycling of resources and economic stability is lagging behind.The level is not high;labor productivity and GDP growth rate fluctuation element are the main obstacle factors of high-quality development.For evaluation results,corresponding policy suggestions such as optimizing the structure of talent,strengthening the recycling of resources and building a green ecological environment were proposed.
