摘要
石油化工建设项目排放的污染物种类多,二氧化硫、氮氧化物等污染物属于国家或地方实施总量控制的范围。炼化企业在开展新建和改扩建项目环境影响评价过程中,需按照等量替代或倍量替代的原则,制定总量削减替代方案,明确“可替代总量指标”来源,并在项目建成投入试生产前,落实总量削减替代方案,以实现全厂或地区“增产不增污”,为办理排污许可证、开展竣工环保验收创造条件。
There are many kinds of pollutants discharged from petrochemical construction projects such as sulfur dioxide and nitrogen oxides which belong to the scope of national or local total amount control.In the process of environmental impact assessment of new construction,reconstruction and expansion projects,refining and chemical enterprises need to formulate alternative plans for total reduction according to the principles of equal or multiple substitution,clarify the sources of“alternative total index”,and implement the alternative plans for total reduction before the project is completed and put into trial production.These are done to realize“increasing production without increasing pollution”for the whole plant or region,and provide the basis for handling pollutant discharge permit and implementing environmental protection acceptance of completed projects.
