工会组织在新就业形态中的现状、问题及对策 被引量:8

摘要 新就业形态劳动者劳动权益保障是全社会普遍关注的一个重大理论和实践问题。从集体劳动权的角度增强新就业形态劳动者“议价能力”,加强工会组织建设,是一个重要突破口。同时,对新就业形态中的工会组织,要置于新时代中国特色劳动关系发展和治理这一宏大背景中全面考察和把握。新就业形态是出题者,工会组织是答题者。工会组织要在新就业形态中高质量开展工作,就要实现工会组织的理论创新、制度创新和实践创新。工会组织需要在价值导向上加强政治引领,在统筹协调上厘清两个基本关系,在具体工作上破解两大难题,为工会组织更好地适应新就业形态、更好地维权和服务、更好地助推国家治理现代化提供理论准备、制度支撑和实践经验。 The protection of the labour rights and interests of workers in new forms of employment is a major theoretical and practical issue of general concern to society as a whole. Enhancing the bargaining power of workers in new forms of employment from the perspective of collective labour rights and strengthening the construction of trade union organizations is an important breakthrough. At the same time,the grasp of trade union organization in the new employment pattern should be examined and grasped in the context of the development and governance of labour relations with Chinese characteristics in the new era.The new employment pattern is the questioner and the trade union organization is the answerer. In order to carry out high-quality work in the new employment pattern,trade union organizations need to realize theoretical,institutional and practical innovations. Trade union organizations need to strengthen political leadership in terms of value orientation,clarify the two basic relationships in terms of co-ordination,and solve two major problems in terms of concrete work,so as to provide theoretical preparation,institutional support and practical experience for trade union organizations to better adapt to the new employment pattern,better safeguard rights and services,and better contribute to the modernization of national governance.
