Progress and Development Countermeasures of Ecological Environment Monitoring Capacity Building

生态环境监测是生态文明建设的重要基础,“十四五”生态环境监测规划指出,要积极建设生态环境监测体系和能力的现代化,实现生态环境监测在土壤、水源、大气等领域的重点监测,确保监测数据真实、准确、实时、全面,从而推进生态环境监测向质量效能型的转变。本文首先总结当下生态环境监测能力建设的进展,其次,从碳监测能力、监测精细化发展、信息技术应用三个方面,分析生态环境监测能力建设存在的问题,最后,针对问题提出相应的发展对策,从而为实现生态环境监测“领跑”提供参考。

Eco-environmental monitoring is an important foundation for the construction of ecological civilization. The “14th FiveYear Plan” for eco-environmental monitoring points out that it is necessary to actively build the current eco-environmental monitoring system and modernize its capacity, realize the key monitoring of eco-environmental monitoring in soil, water source, atmosphere and other fi elds, and ensure that the monitoring data are true, accurate, real-time and comprehensive, so as to promote the transformation of eco-environmental monitoring to quality and effi ciency. Firstly, this paper summarizes the current progress of ecological environment monitoring capacity building. Secondly, it analyzes the existing problems of ecological environment monitoring capacity building from three aspects: carbon monitoring capacity, fi ne monitoring development and information technology application. Finally, aiming at the problems, it puts forward the corresponding development countermeasures, providing reference for realizing the “leading” of ecological environment monitoring.
