国内碳排放环境影响评价研究综述

Review of Domestic Studies on Environmental Impact Assessment of Carbon Emissions

在国家碳达峰碳中和愿景下,开展碳排放环境影响评价有助于重点行业进行全过程监测,识别碳排放节点,摸清碳排放水平,分析碳减排潜力,报告碳减排方案,规范碳管理标准,探索创新碳排放的核算和评价方法,为碳减排提供可靠有效的数据与精准科学的方法。本文统计概述了国内碳排放环境影响评价和碳排放核算研究进展,分析了典型省份碳排放环境影响评价内容,最后对环评制度在碳达峰碳中和事业中的贡献做出了展望。

Under the national carbon peak and carbon neutral vision, the carbon emissions of the environmental impact assessment helps to monitor the whole process of key industries, identify carbon node, clear carbon emission levels, analysis of carbon reduction potential, report scheme to reduce emissions, the carbon management standard, explore innovation accounting and evaluation method for carbon emissions, provide reliable and effective data for carbon emissions and precise scientifi c methods. This paper summarizes the research progress of carbon emission environmental impact assessment and carbon emission accounting in China, analyzes the content of carbon emission environmental impact assessment in typical provinces, and fi nally prospects the contribution of environmental impact assessment system in carbon peak and carbon neutralization.
