边疆治理视域下的开放兴边方略

The Strategy of Frontier Opening-up and Development from the Perspective of Frontier Governance

开放兴边方略是国家为了加快边疆发展,把建设边疆开放高地作为战略方针,持续挖掘边疆开放优势,就如何形成边疆全面开放新格局所研究、制定和推行的总体性开放政策。开放之所以能够成为治边兴边的重要方略,源于开放是加快边疆发展的战略举措,是激发边疆社会活力的重要方法,是建设周边命运共同体的前提条件,是推进中华民族共同体建设的基本条件。开放兴边方略的形成将为边疆的跨越式发展提供强劲动力、政策条件和人才支撑。实施开放兴边方略须把对内对外开放统筹考虑,须把主动服务和融入“一带一路”建设作为重点,把基础设施建设作为先决条件,把打造良好营商环境作为基本条件,把边疆发展和安全统筹起来,把边疆建成新发展格局的示范区作为目标,把构建制度型开放作为重要环节。

The strategy of frontier opening-up and development is a general policy of frontier governance that China explores,develops and implements in order to accelerate frontier development.It takes the construction of frontier opening-up as a strategic policy,and continuously benefits from the advantages of frontier openingup.The reason why opening-up policy can become an important strategy to govern and develop frontiers is that opening-up is a strategic measure to accelerate frontier development,an important method to stimulate social vitality in frontiers,a prerequisite for building a community with a shared future in neighboring areas,and a basic condition for promoting the construction of a community for the Chinese nation.The formation of the strategy of frontier opening-up and development will provide strong impetus,policy conditions and talent support for the leapfrog development of the frontier.To implement the strategy,we must consider internal and external openingups as a whole,focus on proactive service and integration into the BRI construction,make the infrastructure construction as the prerequisite,take creating a good business environment as a basic condition,integrate frontier development and security,aim to build the frontier into a demonstration area as a new development pattern,and take the construction of institutional openness as an important step.
