《重大活动和突发事件档案管理办法》的实施策略——以公路“三重”档案管理创新为例

The Implementation Strategy of the Administrative Measures of Archives for Major Events and Emergencies——Taking the ‘Three-major’ Highways Archives Management Innovation Practice as an Example

本文在阐明《重大活动和突发事件档案管理办法》与公路“三重”档案关系,分析公路“三重”档案特点、现状、短板的基础上,以创新视角提出了实施《办法》时的应对常态化、行动预案化、工作前置化、动作流程化、行为标准化、交流平台化、信息数据化等“七化”策略,为“十四五”期间公路档案管理创新发展提供参考。

On the basis of clarifying the relationship between the ‘Administrative Measures for Archives of Major Activities and Emergencies’ and the highways ‘Three-major’ archives, and analyzing the characteristics, current situation and shortcomings of the highways ‘Three-Major’ Archives, this paper puts forward seven strategies for the implementation of the ‘Measures’ from an innovative perspective: normalization of response, preplaning of operation, pre-positioning of work, preprocessing of work, standardization of behavior, platform-based communication,and digitization of information, to provide a reference for the innovative development of highway archives management during the 14th Five-Year Plan period.
