摘要
随着经济发展和产业结构的不断调整,大量工业企业退出市场或转型,遗留大量污染地块且暂无再开发利用计划。文章以韶关市某选矿厂为例,介绍了该暂不开发利用污染地块的风险管控目标、程序,以及工程控制、制度控制和监测预警措施的实施要点。地块风险管控成本约138元/m^(2),总工期约45天,投资成本较低,实施周期短,可快速达到防止污染扩散的目的。项目采用的风险管控技术普适性强,为中国受污染的暂不开发利用建设用地风险管控提供借鉴。
With the continuous adjustment of economic development and industrial structure,a large number of industrial enterprises had withdrawn from the market or transformed,leaving a large number of contaminated plots and no plans for re-development and utilization.Taking a concentrator in Shaoguan City as an example,this paper introduced the risk control objectives,procedures,engineering control,system control,monitoring and early warning measures of the pollution land that are not for development and utilization temporarily.The risk control costedwas about 138 yuan/m ^(2)and the total construction period was about 45 days.The investment cost was low and the implementation period was short.The purpose of preventing pollution diffusion could be quickly achieved.The risk management and control technology adopted by the project was of strong universality,providing reference for the risk management and control of the polluted construction land that was temporarily not developed and utilized in China.
