奖惩与收费政策下建筑废弃物治理效益模型研究

摘要 中国建筑废弃物治理存在效益低、相关政策可执行度不足问题。针对建筑废弃物治理问题,建立建筑废弃物治理效益系统动力学模型;以南昌市为例,对该模型不同的政策情景进行仿真分析。研究结果表明:补贴、罚款、填埋收费与资源化处理收费政策均存在偏优取值;组合政策下,罚款政策调整对治理效益的推动作用最大;补贴政策可缩短资源化企业投资回收期,但在企业发展后期提升作用不显著,且易加重政府财政压力;较高的填埋收费与较低的资源化处理收费,有利于引导建筑废弃物产生企业将其建筑废弃物进行资源化处理。 The construction and demolition(C&D)wastegovernance is problematic inlow efficiency and insufficient enforceability of relevant policies.The system dynamics(SD)model of C&D wastegovernance benefit was establishedfor C&D wastegovernance.Different policy scenarios were simulated taking Nanchang City as an example.The results showed that the policy of subsidy,penalty,landfill and recycling charges have biased values.Under the combined policy,the penalty policy had the greatest contribution to the benefits associated with recycling governance.The subsidy policy can shorten the payback period of recycling enterprises.However,the improvement effect was not obvious in the later stage of enterprise development and would increase the government financial pressure.The high landfill charge and low recycling charge were conducive to guiding theC&D waste generating enterprises to recycling.
