古建筑消防安全管理中引入保险加服务模式探析

ANALYSIS ON THE INTRODUCTION OF INSURANCE AND SERVICE MODE IN FIRE SAFETY MANAGEMENT OF ANCIENT BUILDINGS

文物单位的消防安全形势不容乐观,本研究首先分析了文物古建单位存在的消防安全薄弱环节。其次,探讨了文物单位消防安全管理中引入保险加服务的新思路。最后以北京市东城区为试点,突破保险作为事后赔付的传统观念,从保险加服务的角度探索了风险防控与前端管理相结合的新模式,提出了针对性的措施和方法。该研究对解决文物单位消防安全管理提供了新的思路和方法。

The fire safety situation of cultural heritage units is not optimistic,firstly,this paper analyzes the weak links of fire safety existing in cultural relics and ancient construction units;Secondly,the new idea of introducing insurance and service into fire safety management of cultural relic units is discussed;Finally,taking Dongcheng District of Beijing as a pilot site,the paper breaks through the traditional concept of insurance as postpayment,explores a new model of risk prevention and control combined with front-end management from the perspective of insurance and service,and puts forward targeted measures and methods.This study provides a new idea and method to solve the fire safety management of cultural relic units.
