摘要 学习型组织是建设学习型城市和学习型社会的重要组成部分。近年来我国多个省市学习型组织建设理论与实践探索存在弱化或停滞现象,因此,有必要对学习型组织的概念及其发展脉络进行系统梳理,以深刻把握学习型组织的内涵。为充分了解现阶段学习型组织的发展现状与趋势,对学习型组织建设的实践样板——上海市进行了系统剖析,从学习型社区建设、学习型企业建设、新型学习型组织建设三个方面,呈现了当前学习型组织建设的整体样貌。目前,学习型组织建设面临着顶层设计不够完善,内涵认识有待深入,整体发展尚不均衡等问题。学习型组织建设应完善学习型组织制度建设,加强顶层设计;挖掘学习型组织理论深度,实现内涵式发展;优化学习型组织建设路径,促进均衡优质发展;开展学习型组织常态化评价,以评促建等优化措施,助力学习型社会、学习型大国建设。 Learning organization is essential for building a learning city and society. In recent years, the theory and practice of learning organization construction in many provinces and cities have been weakened or stagnated.Therefore, it is necessary to systematically research the concept of the learning organization and its context. In order to fully understand the current situation and trends of the development of the learning organization, this paper analyzes the practice model of the construction of the learning organization--Shanghai as a case. It presents the overall appearance of the current construction of the learning organization from three aspects: the construction of the learning community, the construction of the learning enterprise and the construction of the new-type learning organization. At present, the construction of learning organizations faces problems such as the top-level design is not perfect, the connotation understanding needs to be deepened, and the overall development is still uneven.Therefore, efforts should be made in the following aspects: improving the construction of the learning organization system and strengthening the top-level design;digging into the depth of learning organization theory and realizing connotation development;optimizing the path of learning organization construction and promoting balanced and high-quality products;carrying out regular evaluation of learning organizations and taking optimization measures such as evaluation to promote construction, so as to help build a society and country of learning.
