赋能农村残障人员成为新型职业农民的模式探讨

摘要 乡村振兴关键在于人才振兴,新型职业农民正是乡村振兴的生力军。面对当前乡村人口红利减少、人才瓶颈制约等现实问题,农村残障人员这一群体值得关注。通过职业教育和培训赋能农村残障人员成为新型职业农民,能够有效开发残障人员的人力资本,创造新的人口红利,为乡村振兴贡献力量。通过分析农村残障人员自身的优势、劣势和参与培育的机遇和挑战,构建基于农村残障人员培育新型职业农民的模式,即以农村电商就业为主和以涉农学历教育为主的“互联网+居家”培育模式以及“工作室制+订单式”培育模式。针对以上培育模式,提出强化心理建设,提高残障人员培育主动性;构建适切体系,优化残障人员培育全过程;革新制度配置,完善残障人员培育内外部环境等培育策略。 The key to rural revitalization lies in the revitalization of talents, and the new vocational peasantsare the driving force of rural revitalization. In the face of the current realities of a declining rural populationdividend and bottleneck constraints on talent, the group of rural people with disabilities deserves attention. Throughvocational education and training, rural people with disabilities can become new vocational peasants, effectivelydeveloping the human capital of people with disabilities, creating a new demographic dividend, and contributing torural revitalization. Based on the analysis of the strengths and weaknesses of rural people with disabilities, and theopportunities and challenges of their participation in training, the model of training new vocational peasants basedon rural people with disabilities are constructed, namely, the Internet+home training model with the main focus onrural e-commerce employment and agricultural education, and the Workshop system+Order-based training model. Inresponse to the above cultivation models, we propose cultivation strategies such as strengthening psychologicalconstruction to enhance the initiative of cultivating rural people with disabilities, building an appropriate system tooptimize the whole process of cultivating rural people with disabilities, and innovating institutional configuration toimprove the internal and external environment of cultivating rural people with disabilities.
