战后国民政府对日占铜官山矿民地处置问题的研究

Research on the Disposal of Japanese-occupied Private Land in Tongguanshan Mine by Nationalist Government after the War

日人侵占时期,为了开采铜官山矿,在安徽铜陵大规模强征土地,以解决生产、运输及生活之需。抗战胜利后,征收日占民地,开发铜官山矿是华中矿务局和铜陵县地方当局的当务之急,也是最大的政治任务。地方政府、矿方各司其责,保障了征地工作的顺利推进。但政府、矿方以及业主利益诉求不尽一致,产生了不少矛盾和分歧。在处理过程中,地方政府、矿方表面上看是对相关制度的严格执行,实际上却都是不担当不作为。从抗战胜利之初,政府、矿方尚能积极进取、各司其责,到国民政府统治后期推诿扯皮、各行其是,反映了国民政府统治出现了系统性危机。

During the period of Japanese occupation,in order to mine Tongguanshan,large-scale land expropriation was carried out in Tongling,Anhui Province to meet the needs of production,transportation and life.After the victory of the war of resistance against Japan,the expropriation of Japanese occupied land and the development of Tongguanshan mine were the top priority and the biggest political task of the Central China Mining Bureau and the local authorities of Tongling County.The local government and the mining party took their own responsibilities and ensured the smooth progress of land acquisition.However,the interests of the government,the mining side and the owners are not consistent,resulting in many contradictions and differences.In the process of handling,the local government and the mining party ostensibly strictly implemented the relevant systems,but in fact they did not take responsibility or act.At the beginning of the victory of the war of resistance against Japan,the government and the mining side were still active and responsible.By the later stage of the rule of the national government,they prevaricated and went their own way,reflecting the systematic crisis of the rule of the national government.
