An Analysis of Planning Values for Common Prosperity:The Integration of Teleological and Deontological Ethics

在高质量发展中促进共同富裕、正确处理效率和公平的关系成为城镇化发展的任务之一。基于此,规划师需要在新的时代要求中重新确定自我定位,思考应当履行的义务和承担的责任,明确价值标准和行为法则。文章从道德合理性评判角度切入规划价值观问题,回顾了目的论和义务论伦理,总结了功利主义和社群主义两种价值立场,得到目标导向和义务驱使两种价值观选择。最后,文章通过对两个实际案例的情境解析,指出职业主体性、价值观与职业道德反思对强化专业内涵和保持规划合理性的重要意义。

In the era of high-quality urban development,balancing the conflicting interests of efficiency and equity has become one of the key tasks in achieving common prosperity.Therefore,planners need to redefine their professional roles,rethink their duties and obligations,and adjust their professional values and codes of conduct to match these new requirements.By revisiting the teleological and deontological ethics in moral philosophy,this paper distinguishes two schools of value system based on utilitarianism and communitarianism.By applying them to real-world scenarios,this article calls for a reflection on the subjectivity,value option,and ethics of planning profession,in order to consolidate urban planning as a profession and maintain the legitimacy of the career.
