佛山市城镇集中建设区二级分区划定与管控思路探析

A Reflection on the Secondary Zoning of Urban Construction Area,Foshan

规划分区是国土空间总体规划土地用途管制的重要手段。目前,在国土空间规划体系下,规划二级分区缺少直接的划定标准与流程规范。为建立系统性、可实施的国土空间规划传导体系,文章结合佛山市市级国土空间总体规划实践,解析了城镇集中建设区内二级分区的作用,提出了以控规编制单元为基础和以街坊为基础划定二级分区的规划思路,并对比了两种思路的优缺点,以期能为总体规划层面城镇集中建设区二级分区划定工作提供参考。

Zoning is an important approach of land use regulation in territorial space master plan.At the moment,the secondary zoning lack relevant standards in the territorial space planning system.To establish a systematic and feasible territorial space planning transmission system,the paper takes Foshan territorial space master plan as an example,analyzes the functions of secondary zoning in urban construction area,proposes a secondary zoning concept based on regulatory planning units and street blocks.It further compares the advantages and weaknesses of the two concepts,and provides a reference for the secondary zoning of urban construction area in territorial space master plan.
