志愿组织嵌合社区韧性治理的逻辑、机制与路径

Research on Logic,Mechanism and Path of Voluntary Organizations Embedded in Community Resilience Governance

面对各种风险挑战,社区韧性治理逐渐成为推进基层治理现代化的必要途径。当下,志愿组织已逐渐嵌合社区治理并在社区韧性塑造中发挥着重要作用。基于社区协同治理现实,剖析志愿组织嵌合社区韧性治理“自上而下”的规范逻辑和“自下而上”的内生逻辑,提出志愿服务嵌合社区韧性治理的结构嵌合、过程嵌合、能力嵌合和文化嵌合机制。通过党建引领、弘扬志愿精神、完善志愿规程、开拓志愿资源、优化组织管理等途径,增强社区韧性治理的组织力、团结力、保障力、内生力和服务力,为建好“韧性社区”奠定基础。

Community resilience governance has gradually become a necessary way to promote the modernization of grassroots governance while facing the challenges of concentrated and frequent risks.At present,voluntary organizations has gradually been embedded in community governance and plays an important role in community resilience modelling.Based on the reality of community collaborative governance,the paper analyzes the"top-down"normative logic and the"bottom-up"endogenous logic of the embedding of voluntary organizations in community resilience governance and explains the mechanism structure embedding,process embedding,capability embedding and culture embedding.In order to build well resilient communities,we should strengthen organizational power,unity power,guarantee power,endogenous power and service power of community resilience governance in the ways of the party leadership,promoting volunteerism,perfecting voluntary codes,pioneering voluntary resources and optimizing the management.
