某印制电路板企业清洁生产评价体系构建与探讨

Establishment and discussion of cleaner production assessment system for a printed circuit board manufacturer

由于《印制电路板制造业清洁生产水平评价技术要求》(征求意见稿)及《清洁生产标准印制电路板制造业》(HJ 450-2008)已废止,导致印制电路板(PCB)制造业清洁生产审核过程中缺少判定清洁生产水平的依据,因此无法判定企业的清洁生产水平,不能满足《清洁生产审核评估与验收指南》的要求。为此,依据《清洁生产评价指标体系编制通则》(试行稿),结合《江西强达电路科技有限公司清洁生产审核报告》,构建了某印制电路板企业的评价指标体系,为企业的清洁生产水平评价提供了基础依据,同时为印制电路板行业清洁生产水平评价提供参考。

Due to the abolition of the Technical Requirements of Cleaner Production Level Evaluation for Printed Circuit Board Manufacturing Industry(Draft for Comments)and the Cleaner Production Standard—Printed Circuit Board Manufacturing(HJ 450-2008),there is no basis to judge the cleaner production level during the audit of cleaner production for printed circuit board(PCB)manufacturing industry,and it’s unable to determine the cleaner production level of a PCB manufacturer,which is incompliant with the requirement of the Guidelines for Audit,Assessment,and Acceptance of Cleaner Production.An assessment indicator system of cleaner production for a PCB manufacturer was established according to the General Rules for Establishment of Assessment Indicator System of Cleaner Production(Trial Draft)and the Cleaner Production Audit Report of Jiangxi Qiangda Circuit Technology Co.,Ltd.,providing a reference for cleaner production level assessment of a PCB manufacturer or even the PCB industry.
