基于“三线一单”的电镀行业高质量发展研究──以广东省为例

Research on high-quality development of electroplating industry based on“Three Lines and One Permit”in Guangdong Province

基于广东省及21个地市印发的“三线一单”(即生态保护红线、环境质量底线、资源利用上线与生态环境准入清单)生态环境分区管控方案,对“三线一单”电镀行业的准入要求进行梳理,分析各地市、各类管控单元生态环境准入清单中电镀行业的环境管理要求,结合广东省某行政区以“三线一单”为引领推动电镀行业高质量发展实践的实例,从推动准入清单优化细化、引领规划环评编制、加强典型应用案例示范等方面提出建议,以期为广东省电镀行业高质量可持续发展提供参考。

After sorting out the access requirements of“Three Lines and One Permit”(namely the ecological conservation redline,the environmental quality bottom line,the resource utilization upper limit line,and the list for eco-environmental permits)for electroplating industry on account of the eco-environmental zoning control plan issued by Guangdong Province and 21 prefectures and cities and analyzing the environmental management requirements of the electroplating industry stipulated in the lists for eco-environment permits of various cities and control units,taking the practice of“Three Lines and One Permit”in the electroplating industry of an administrative district in Guangdong Province as an example,some suggestions based on“Three Lines and One Permit”for the high-quality development of electroplating industry in Guangdong Province were put forward from the following aspects:promoting the optimization and elaboration of access list,conducting the compilation of environmental impact assessment,and strengthening the demonstration of typical application cases.
