Reform of Commercial System and Upgrading of Industrial Structure

深化商事制度改革、促进产业结构升级是新时代支撑经济高质量发展的重要抓手和环节。本文手工收集中国281个地级及以上城市2011—2015年的商事制度改革数据,从数量和质量两个维度,构建双重差分模型考察商事制度改革对产业结构升级的影响效应。结果显示,商事制度改革显著提升了产业结构升级的数量和质量。分产业检验发现,商事制度改革促进了服务业结构升级。究其机制,商事制度改革对产业结构升级的促进效应是通过激发创业、促进创新和提高风险投资来实现的。此外,异质性检验指出,商事制度改革对产业结构升级的促进效应在规模较大、金融发展程度较高和科教支出占比较高的城市更为显著。本文的发现为实现有效市场和有为政府的产业结构升级治理格局提供决策参考,也为实现营商环境优化的目标和路径提供借鉴。

Deepening the reform of commercial system and promoting the upgrading of industrial structure are important grasp and process to support high-quality economic development in the new era.This study manually collects the commercial system reform data of 281 prefecture level and above cities in China from 2011 to 2015,and constructs a double difference model to investigate the impact of commercial system reform on the quantity and quality of the industrial structure upgrading.The results show that the commercial system reform significantly improves the quantity and quality of industrial structure upgrading,and the commercial system reform is also conducive to promoting the upgrading of service industry structure.The results of the influencing mechanism test show that the promotion effect of the commercial system reform on the upgrading of industrial structure is realized by stimulating entrepreneurship,promoting innovation and increasing venture capital.In addition,the promotion effect of the commercial system reform on the upgrading of industrial structure is more significant in big cities with a higher degree of financial development and a higher proportion of science and education expenditure.The findings of this study provide decision-making reference for the realization of effective market and government’s industrial structure upgrading governance pattern,as well as the goal and path of business environment optimization.
