宅基地流转定价:历史回顾、价格体系与改革方向 被引量:2

摘要 为着力推动宅基地市场化改革,必须对宅基地流转价格体系进行顶层设计。当前宅基地流转市场包括征收、挂钩、租赁、转让、退出与出让市场。对于征收市场,应制定宅基地区片综合地价体系,以满足土地补偿费与安置补助费定价的需要;对于转让、租赁、退出市场,应制定宅基地分用途基准地价体系,以满足转让金、租金以及收益金等定价的需要。对于挂钩与出让市场,应制定土地增值收益分配体系,以满足挂钩与出让市场定价的需要。建议以宅基地流转价格体系为框架,加快推进宅基地流转定价的技术标准、相关市场交易规则的研制,以避免宅基地在流转过程中发生价格扭曲或出现定价空白。 In order to promote the market-oriented reform of homestead,it is necessary to carry out the top-level design of the homestead circulation price system.The current homestead circulation market includes collection,linkage,lease,transfer,withdrawal and transfer markets.For the expropriation market,a comprehensive land price system for homestead areas should be established to meet the needs of land compensation and resettlement subsidy pricing;For transfer,lease,and withdrawal from the market,a benchmark land price system for house sites for use should be developed to meet the needs of transfer fees,rents,income fees and other pricing.For the linking and transfer market,a land value-added income distribution system should be developed to meet the needs of linking and transfer market pricing.It is suggested to accelerate the development of technical standards and relevant market transaction rules for the pricing of homestead transfer based on the price system of homestead transfer,so as to avoid price distortion or pricing gaps in the process of homestead transfer.
