绿色航运背景下LNG动力船舶政策与法律研究 被引量:2

On the Policy and Law of LNG-powered Ships in the Context of Green Shipping

摘要 在国际海事组织“船舶温室气体减排初步战略”和我国“双碳”目标的指引下,航运业减少碳排放成为必然的趋势。全球范围内,LNG作为清洁燃料在船舶推进系统中的应用正在有序推进,我国LNG动力船舶的安全监管法规、技术规范和标准体系也已基本形成并日臻健全。国家和地方各级政府对LNG动力船舶和加注设施项目扶持的力度进一步加大,意在从政策层面激发LNG作为船用燃料推广应用的活力,并已取得一定成果。地方政府应当从造船资金补贴支持、完善LNG加注站布局两方面加强政策引导,确保其出台的政策适应LNG动力船舶的发展需求。 Guided by both the IMO’s“Initial Strategy of Greenhouse Gas Emission Reduction for Ships”and China’s objective o“f carbon emissions peak and carbon neutrality”,carbon emissions reduction for the shipping industry will become an inevitable trend.LNG,as a worldwide clean fuel,is increasingly being boosted in the application of ship propelling system.China’s security supervision laws and regulations,technical specifications and standard system of LNG-powered ships have fundamentally formed and increasingly improved.Furthermore,the national and local governments at all levels have ramped up aids for LNG-powered ships and refueling facility projects,in order to spur the promotion and application of LNG as a marine fuel with policies,which have achieved positive results.The local governments should continue strengthening policy guidance with regard to financial subsidies for shipbuilding and improve the layout of LNG refueling stations to ensure their issued policies meet the real development need for LNG-powered ships.
