摘要
在全球航运排放大气污染日益严重的形势下,船舶燃料的低硫化进程进一步加快。国际海事组织制定了日趋严格的船用燃油硫含量限制标准,新型燃料产品在推向市场的同时,也造成了全球燃料供应链的紧张。当前我国发展绿色航运除面临国际航运油源紧缺、成本上升等挑战外,还面临低硫化法律规范的效力不强、低硫化技术体系的规范缺失等制度问题。为此,我国应加强绿色航运节能减排的法制建设,完善绿色航运技术体系的标准和规范,维护全球航运市场公平竞争秩序,优化绿色航运供应链体系建设。
The process of low vulcanization of ship fuel is further accelerated under the increasingly serious situation of air pollution from shipping around the world.The International Maritime Organization(IMO)has formulated increasingly strict restriction standards for the sulfur content of marine fuel oil,and new-type fuel products are tightening the chain of global fuel supply while they are coming to the market.At present,the development of green shipping in China is not only faced with the challenges such as the shortage of international shipping oil sources and the rising cost,but also faced with the institutional problems such as the weak effectiveness of low vulcanization law and norms and the lack of norms of low vulcanization technology system.Therefore,China should strengthen the construction of legal system for energy conservation and carbon emission reduction of green shipping,improve the standards and norms of green shipping technical system,safeguard the order of fair competition in the global shipping market and optimize the construction of green shipping supply train system.
