摘要
党的十九大报告明确提出“加快生态文明体制改革,建设美丽中国”的战略目标,地方政府针对生态环境治理开展了卓有成效的探索。本文在阐释生态环境协同治理模式理论缘起的基础上,基于宁波市北仑区探索生态环境协同治理模式的实践经验,深度考察其创新生态环境协同治理模式的现实背景、运行机制与实践成效,继而从制度阙如、合作难题、认识分歧、技术短板等维度识别和锚定生态环境协同治理模式所面临的现实挑战。最后,从制度补正、多元合作、价值共享、技术支持四个方面提出健全生态环境协同治理模式的路径选择,旨在进一步推动生态环境协同治理模式的高效运转,助力美丽中国建设。
Since the report of the 19th CPC National Congress clearly proposed the strategic goal of“accelerating the reform of ecological civilization system and building a beautiful China”,the local government has carried out fruitful exploration on ecological environmental governance.This paper not only makes a profound investigation of its realistic background,operational mechanism and practical effect of collaborative governance with innovative eco-environment on the basis of both explaining the collaborative governance model theory of eco-environment and the practical experience of exploring the collaborative governance model of eco-environment in Beilun District,Ningbo City,but also recognizes and anchors the actual challenges with which the collaborative governance model of eco-environment is faced from such dimensions as the lack of institutions,cooperation difficulties,cognition divergence and technological shortage,etc.Finally,this paper puts forward the path selection for improving the eco-environment collaborative governance model from such four aspects as the institutional additions and corrections,diversified cooperation,value sharing and technical support so as to promote the efficient operation of the eco-environment collaborative governance model,contributing to the construction of a beautiful China.
