摘要
城镇开发边界划定关系到城镇的长远发展,在资源环境紧约束下,探索因地制宜的开发边界划定路径迫在眉睫。当下城镇开发边界划定以数据测算为导向存在一定的局限。本文提出城市设计视角下城镇开发边界的校正,从划定过程中底线容量控制、发展需求引导,以及格局识别和优化几个层面,融入建设强度识别、个性化空间需求、自然人文格局要素等内容,对划定方法进行完善及补充,建立一套从宏观调控到精细化设计的城镇开发边界校正技术路径,实现国土空间规划到城市设计及城市治理的政策落实及传导,以期为当下城镇开发边界划定提供借鉴。
The delimitation of urban development boundaries is related to the long-term development of cities and towns. Under the tight constraints of resources and environment, it is urgent to explore the development boundary delimitation paths that adapt to local conditions. At present, the delineation of urban development boundaries is based on data measurement and there are certain limitations. This paper proposes the correction of urban development boundaries from the perspective of urban design,integrates construction intensity identification, individualized space requirements, and elements of natural and humanistic patterns from the bottom line capacity control, development demand guidance, and pattern identification and optimization in the process of delineation,improves and supplements the delineation method. It is suggested to establish a set of urban development boundary correction technology paths from macro-control to refined design, so as to realize the policy implementation and transmission from the planning of land space to urban design and urban governance, which provides a reference for the current delineation of urban development boundaries.
