摘要
城市更新中加强历史建筑保护应以“人留房活、渐进更新”为主流模式,风貌保留、成片统筹,一地一策、多样保护,统筹推进风貌保护街坊或片区的整体更新,通过构建政府引导、居民主导、运营服务的更新体系,建立人在房先、分类分级、精细管理的保留机制,形成以下补上、报表置换、社区自治的利益平衡机制,实现建筑保留和居民生活改善、社区公共空间的改善提高和人民至上的共建共治共享,促进城乡历史文化遗产的系统性保护。
In urban regeneration,the protection of historical buildings should be strengthened by“people staying in the house,gradually updating”as the mainstream model,style preservation,piece-by-piece overall planning,one place one policy,diversified protection,overall promotion of the overall regeneration of the neighborhood or area of style protection,through the construction of a government guidance,resident-led,operation of services update system,the establishment of people in the house first,classification and grading,fine management of the retention mechanism,the formation of the following supplement,report replacement,the interest balance mechanism of community autonomy,to achieve building preservation and residents’life improvement,the improvement of community public space and the people-first co-construction,co-governance and sharing,promote the systematic protection of urban and rural historical and cultural heritage.
