河北港口资源整合与区域经济贡献提升策略研究

Research on Improving Economic Contribution and Ports Integration of Hebei Ports

港口的经济贡献是管理部门制定发展战略的重要决策指标。为了充分发挥港口在区域经济发展中的引擎作用,推进港口资源整合,需要准确测度港口经济贡献并把握政策工具对其影响。首先,针对河北港口的煤炭通道特征,确定港口经济活动范围,基于调研和投入产出数据,测算河北港口对区域经济影响的强度和地理范围。然后,根据河北港口资源整合面临的形势,提出以下措施:以整合提升港口的规模、效率、技术、管理和服务,提高直接经济贡献;以提升基础设施为突破,降低全物流链成本,提高间接经济贡献;创新政策,保障经济社会安全,提高诱发经济贡献。该研究对世界港口资源整合方案的制定具有参考作用。

Port economic impacts is an important decision-making index for management department to formulate development strategy.In order to promote the integration of port resources smoothly and enhance the leading role of ports in the economic development of cities and their regions,it is necessary to scientifically analyze their realistic basis and grasp the role of policy tools.Firstly,based on the input-output data of Hebei province,the contribution of Hebei ports to local economy is estimated,and the geographical scope of port economic influence is also estimated.Second,according to situation and requirement of Hebei port resources integration,the strategy of enhancing economic contribution under the background of integration is put forward.The proposal consists of three parts:To increase the scale,efficiency,technology,management and service for improving direct economic contribution;improve infrastructure and reduce the cost of the whole logistics chain for improving the indirect economic contribution;Innovative policies to increase inducement of economic contribution.This study can provide a decision-making reference for port resources integration plan.
