我国省际公共文化服务全要素生产率评价及区域差异分析

Total Factor Productivity Evaluation and Regional Differences of Provincial Public Cultural Services in China

基于2001-2018年31个省(自治区、直辖市)的面板数据,采用动态DEA-Malmquist指数方法测算我国公共文化服务的全要素生产率及其分解效率,并运用泰尔指数方法分析全要素生产率的区域差异。结果表明:我国公共文化服务的全要素生产率、技术效率和技术进步率分别以年均1.1%、0.4%和0.7%的速度下降,四大区域的效率呈现“东高中低”现象;总体泰尔指数在研究期内呈“振荡起伏”态势,区域内泰尔指数的贡献率高于区域间泰尔指数,区域内差异是我国公共文化服务发展不均衡的主要原因。因此,应因地制宜制定文化政策,不断创新公共文化服务的内容,促进区域内和区域间协同发展。

Based on the panel data of 31 provinces(autonomous regions and municipalities directly under the Central Government)from 2001 to 2018,the dynamic DEA-Malmquist index method is used to measure the total factor productivity and its decomposition efficiency of public cultural services in China,and the Theil index method is used to analyze the regional differences of the total factor productivity.The results show that the total factor productivity,technical efficiency and technological progress rate of public cultural services in China decrease at an average annual rate of 1.1%,0.4%and 0.7%,respectively.The efficiency of the four regions is"high in the east and low in the middle".During the study period,the overall Theil index shows a trend of"fluctuations and undulations".The contribution rate of the intra-region Theil index is higher than that of inter-region,the intra-region difference is the main reason for the unbalanced development of public cultural services in China.Therefore,cultural policies should be formulated according to local conditions,and the contents of public cultural services should be constantly innovated to promote coordinated development of intra-region and inter-region.
