基层协商民主作为我国独特的民主形式和治理方式,与乡村治理具有天然的耦合逻辑,基层协商民主具有公平性、有序性、多元性等基本特征,高度契合党和国家新时代推进乡村治理现代化的现实需要。探索基层协商民主嵌入乡村治理的多维复合机制,不断发展“全过程人民民主”新形态,对于全链条凸显人民当家作主,全方位提升乡村治理效能,全覆盖推进乡村振兴战略具有重要时代价值。

As a unique democratic form and governance mode in China, grassroots deliberative democracy has a natural coupling logic with rural governance. Grassroots deliberative democracy has the basic characteristics of fairness, order and diversity, which highly meets the practical needs of the party and the state to promote the modernization of rural governance. Exploring the multi-dimensional composite mechanism of grassroots deliberative democracy embedded in rural governance and constantly developing a new form of “whole-process people′s democracy” have important contemporary value for highlighting people′s ownership in the whole course, comprehensively improving the efficiency of rural governance, and fully covering and promoting the strategy of rural revitalization.
