摘要
老旧小区的城市更新是社区治理的重要途径,目前国内主要采用的更新方式是各级政府及其派出机构从社区外面引入资金、资源和政策去解决社区内部空间老旧引发的社会问题。外部的投入随即引发的问题是:投入是否是社区所需求的?投入如何在社区分配?在实践中常表现为社区与政府的目标分歧引发的冲突,邻里间分配分歧引发的冲突。两类邻里冲突显示了社区与城市、社区内部关系的紧张,为社区治理共同体建设带来了契机和动力。以老旧小区加装电梯和遗产社区保护为例,比较分析了具体的空间情景中的邻里冲突与社区治理共同体建设,阐释了空间在社区共识形成中的重要性,反思了国家与社会视角下的社区治理研究。
Urban regeneration of old communities is an important way of community governance.At present,the main renewal method adopted in China is that governments at all levels and their dispatched agencies introduce funds,resources and policies from outside the community to solve the social problems caused by the aging of the internal space of the community.The question immediately caused by external input is:Is the input required by the community?How is input distributed in the community?In practice,it is often manifested as the conflict caused by the differences between the goals of the community and the government,and the conflict caused by the differences in distribution among neighbors.The two types of neighborhood conflicts show the tension in the relationship between the community and the city and within the community,and bring opportunities and impetus to the construction of the community governance community.Taking the installation of elevators in old residential areas and the protection of heritage communities as examples,the paper compares and analyzes the neighborhood conflict and community governance community construction in specific spatial scenarios,explains the importance of space in the formation of community consensus,and reflects on the research of community governance from the perspective of the nation and society.
