长三角区域城管执法协作经验及其借鉴

The Experience of the Cooperation of Urban Management and Law Enforcement in the Yangtze River Delta Region and Its Reference

实施区域协同发展是新时代我国重大战略之一。区域间政府公共管理协作是区域协同发展的重要组成部分。近年来,长三角区域率先在城管领域以合作协议、合作备忘录等形式建立合作机制,毗邻地区建立共同管辖区,开展城市管理领域专项整治行动,探索区域间城市管理执法协作的机制和方法,为全国城市管理执法跨区域协作提供有益的经验借鉴。同时,长三角城管执法协作还存在法规标准不统一、执法体制不同、信息共享支撑不足等深层次问题需要进一步研究解决。

The implementation of regional coordinated development is one of the major strategies of China in the new era.Inter-regional governmental public management cooperation is an important part of regional coordinated development.In recent years,the Yangtze River Delta region has taken the lead in establishing cooperation mechanisms in the field of urban management in the form of cooperation agreements,memorandums of cooperation,etc.,the adjoining region has established a common jurisdiction area,carried out special rectification actions in the field of urban management,explored mechanisms and methods of inter-regional urban management and law enforcement cooperation,and provided useful experience for cross-regional cooperation in urban management and law enforcement nationwide.At the same time,the Yangtze River Delta urban management and law enforcement cooperation still has some deep-seated problems,such as inconsistent laws and regulations,different law enforcement systems,and insufficient information sharing support,which need to be further studied and solved.
