环境规制对京津冀区域科技创新能力影响的实证研究 被引量:2

Study on the Impact of Environmental Regulation on the Regional Scientific and Technological Innovation Ability of Beijing,Tianjin and Hebei

摘要 实现环境效益和创新能力的双提升是推动区域可持续发展亟待解决的关键问题。选用2003—2019年北京、天津和河北省11个设区市的面板数据,选用空间误差模型系统分析环境规制对京津冀科技创新能力的影响,并提出针对性建议。研究表明:考察时序期间内,环境规制与创新能力之间存在倒“U”型关系,且环境规制强度尚未到达拐点;空间负向溢出效应是误差项导致的,考察地区创新能力的误差冲击会溢出到邻近地区并对该地区的创新能力产生短期抑制作用;经济发展水平、财政科技支出比重以及人力资本水平对区域科技创新能力提升有显著的促进作用,外商直接投资强度和金融发展水平对创新能力影响为正但不显著。基于以上结论,研究认为从优化协同创新顶层设计,适度提高环境规制强度,健全创新资源共享机制,营造良好创新环境四方面持续发力,才能实现环境效益和创新能力的双提升。 Realizing the double promotion of environmental benefits and innovation ability is the key problem to be solved to promote regional sustainable development.Based on the panel data of 11 districts and cities in Beijing,Tianjin and Hebei from 2003 to 2019,this paper systematically analyzes the impact of environmental regulation on the scientific and technological innovation ability of Beijing,Tianjin and Hebei by using spatial error model,and puts forward targeted suggestions.The research shows that there is an inverted"U"relationship between environmental regulation and innovation ability,and the intensity of environmental regulation has not reached the inflection point;the spatial negative spillover effect is caused by the error term.The error impact of investigating the regional innovation ability will spill over to the adjacent areas and have a short-term inhibitory effect on the regional innovation ability;the level of economic development,the proportion of financial science and technology expenditure and the level of human capital have a significant role in promoting the improvement of regional scientific and technological innovation ability.The intensity of foreign direct investment and the level of financial development have a positive but not significant impact on innovation ability.Therefore,this paper puts forward countermeasures and suggestions to optimize the top-level design of collaborative innovation,moderately improve the intensity of environmental regulation,establish an innovation resource sharing mechanism,and create a good innovation environment.
