价格评分规则对评标结果的影响分析--以中央储备粮某直属库为例

Analysis on the Impact of Price Scoring Rules on Bid Evaluation Results:Taking a Warehouse Directly under the Central Grain Reserve as an Example

工程建设项目进行工程量清单招标过程中,综合评标是业主选择较多的一种评分方式。综合评标中价格评分往往占60%以上,其对评标结果起到的作用不可忽视。通过实际工作,笔者发现一些项目中价格评分规则有待改进,不合理的评分规则容易让一些企业利用,对报价进行组团控制,通过报团进行不平衡报价排斥其他投标人。这样不仅造成了投标企业的不公平竞争,更是偏离了业主单位选择最优中标单位的初衷。如果中标企业进行了不合理的不平衡报价,发生变更和索赔时候,往往不利于业主对总价的控制,甚至产生不必要的纠纷。因此笔者对现有评分规则提出来一些可行性建议,希望引起各方面重视,促进更合理的价格评分规则产生,推动建筑行业整体的健康发展。

In the bidding process of bill of quantities for engineering construction projects,comprehensive bid evaluation is a scoring method that the owner chooses more.In the comprehensive bid evaluation,the price score often accounts for more than 60%,and its role in the bid evaluation results can not be ignored.Through practical work,the author found that the price scoring rules in some projects need to be improved.Unreasonable scoring rules are easy to be used by some enterprises to control the quotation in groups,and the unbalanced quotation through groups excludes other bidders.This not only causes unfair competition among bidding enterprises,but also deviates from the original intention of the owner to choose the best bid winner.If the bid winning enterprise makes unreasonable and unbalanced quotation,when there is change and claim,it is often not conducive to the owner's control of the total price,and even unnecessary disputes.Therefore,the author puts forward some feasible suggestions for the existing scoring rules,hoping to attract the attention of all parties,promote the emergence of more reasonable price scoring rules,and promote the healthy development of the construction industry as a whole.
