Impact of Indonesia’s Business Environment on Attracting the Direct Investment from RCEP Countries

【目的/意义】2020年RCEP的签署对推动亚洲地区的自由贸易一体化有重要的影响,印尼作为RCEP的协议国,对该国贸易投资也会产生一定的影响,在此基础上研究改善印尼营商环境的问题,对吸引RCEP成员国的投资有着积极的意义。【方法/过程】以2010—2020年11年间RCEP各成员国社会经济发展面板数据,实证研究印尼营商环境变化对吸引RCEP国家FDI的影响。【结果/结论】研究发现,优化印尼营商环境、提升人均收入水平和工业化水平、发挥人口资源优势对吸引RCEP国家外商投资具有显著的提升作用。在实证分析的基础上,进一步从加强行政监管、提升人力资源优势、提升工业化水平以及打造双循环支撑点等方面提出优化印尼营商环境的相关政策建议,为印尼更好吸引FDI、融入RCEP经贸合作,助力中国对印尼投资的进一步拓展提供有益启示。

【Objective/Meaning】The signing of RCEP in 2020 had an important impact on promoting the integration of free trade in Asia.As an agreement country of RCEP,Indonesia would also have a certain impact on its trade and investment.Therefore,it was of positive significance to study how to improve the business environment of Indonesia on this basis to attract the investment from RCEP member countries.【Methods/Procedures】Based on the panel data of social and economic development of RCEP member countries from 2010 to 2020,the impact of changes in the business environment of Indonesia on attracting FDI from RCEP countries was empirically studied in this paper.【Results/Conclusions】The study found that optimizing the business environment of Indonesia,improving the level of per capita income and industrialization,and giving full play to its population and resource advantages had a significant role in attracting the foreign investment from RCEP countries.On the basis of empirical analysis,the relevant policy suggestions were further put forward to optimize the business environment of Indonesia from the aspects of strengthening the administrative supervision,enhancing the advantages of human resource,improving the level of industrialization,and creating the dual-cycle support points,thus providing useful inspiration for Indonesia to better attract FDI,integrate into the economic and trade cooperation of RCEP and further expand Chinese investment in Indonesia.
