海洋是高质量发展战略要地,是高水平对外开放的重要载体,是国家安全的战略屏障,也是国际竞争与合作的关键领域。海洋调查监测体系作为自然资源统一调查监测技术体系的重要组成部分及在海洋领域的重要体现,是建立健全海洋自然资源监管体制、推动资源集约节约利用的一项重要举措。本文结合自然资源统一调查监测任务与要求,从海洋自然地理特征出发,全面分析我国海洋自然地理格局和自然系统的性状特征;构建我国海洋调查监测体系,分析海洋调查监测面临的关键技术,总结海洋调查监测体系在海洋管理中的典型业务应用,提出海洋调查监测的后续工作思考。

The ocean is a strategic location for high-quality development,an important carrier of high-level opening-up,a strategic barrier to national security,and a key area for international competition and cooperation.As a part of the unified survey and monitoring technology system of the natural resources in the marine field,the marine survey and monitoring system is an important measure to establish and improve the supervision system of marine natural resources and promote the intensive and economical utilization of resources.According to the tasks and requirements of unified survey and monitoring of natural resources,this paper comprehensively analyzes the physical geography pattern of the ocean and the physical properties;constructs the marine survey and monitoring system,analyzes the key technologies faced by the marine survey and monitoring,summarizes the typical applications of the marine survey and monitoring system in marine management,and puts forward the undertakings in the next stage.
