医院重大基建项目全周期保廉工作实践和思考

The practice and reflection on the whole cycle integrity assurance of major hospital infrastructure projects

近十年期间,为适应医疗卫生事业高质量发展需求,医院重大基建项目开展频繁,截止目前已完成一项,在建两项,待建一项。基建项目是腐败案件的多发领域,腐败行为几乎渗透到工程建设的所有环节。重大基建项目更是存在主体范围广、管理环节多、资金数额大、管理链条长、涉及流程多等特点,同时还兼有医疗行业的特殊性和专业性,夯实保廉工作势在必行且任务越来越重。为确保医疗工程建设的高质量和防止工程建设中发生违规问题,医院始终把基建项目保廉工作作为党风廉政建设的重点内容,抓源头、强教育、建机制、重监督,注重对项目实施全过程、全方位、全天候的全周期监管,最终保障基建项目“优质、高效、廉洁、安全”。医院已建成的东部院区项目获浙江省建设工程“钱江杯”优质工程奖,医院被宁波市政府授予“市重点工程先进集体”,截至目前在建项目参建单位和人员未发生违纪违法情况。

In the past decade,major hospital infrastructure projects have been carried out frequently to meet the needs of high-quality development of medical and health services.Up to now,one has been completed,two are under construction,and one is to be built.Corruption cases often occur in infrastructure projects,and corruption has penetrated almost all aspects of construction.Major infrastructure projects are characterized by a wide range of subjects,many management links,large amount of funds,long management chain,and many processes involved.At the same time,they also have the particularity and professionalism of the medical industry.Therefore,it is imperative and increasingly important to strengthen the construction of clean government.In order to ensure the high quality of medical engineering construction and prevent violations in engineering construction,the hospital has always taken the integrity maintenance of infrastructure projects as the key content of the construction of a clean and honest government,focusing on the source,strengthening education,building mechanisms,supervision,and paying attention to the whole process,all-round,all-weather and full cycle supervision of the project implementation,so as to ultimately ensure the“high quality,high efficiency,integrity,and safety”of infrastructure projects.The East Hospital project has won the“Qianjiang Cup”quality project award of Zhejiang Provincial construction project,and the hospital has been awarded the“Advanced Collective of Municipal Key Project”by Ningbo Municipal government.Up to now,there has been no violation of discipline and law among the participating units and personnel in the construction project under construction.
