乡村振兴背景下基层组织引领村民参与社区治理路径研究——以清徐县杨村为例

Paths for Villagers to Engage in Community Governance Under the Leadership of Grassroots Organizations in the Context of Rural Revitalization:A Case Study of the Yang Village in the Qingxu County

党的十九大报告指出,实施乡村振兴战略,并将此战略作为“三农”工作的总抓手。在新时代走好乡村振兴之路过程中,农民必须充分发挥其主体作用,积极参与社区治理。本文以山西省太原市清徐县杨村作为调查对象,借助实地研究方式,对该社区基层组织引领村民通过参与选取村民代表、发展集体经济、美丽乡村建设等方面进行了分析,指出农村人口流失严重、村民较为保守的思想观念等因素制约着基层组织引领村民参与社区治理的积极性。加强农村人才的培养、引领村民解放思想、树立新的发展理念等多重路径可凝聚村民形成治理共识。

According to the report of the 19Party Congress, the strategy of rural revitalization has become the overall enabler of the work of agriculture, rural areas, and farmers. To realize the rural revitalization in the new era, farmers should play a primary role and actively participate in community governance. This article investigates the selection of village representatives, the development of collective economy and the construction of beautiful villages in the Yang Village of the Qingxu County and finds out that the decrease of farmer population and their conservative ideologies restrict farmers from engaging community governance. To promote the shared understandings of farmers in community governance, this article suggests strengthening the cultivation of rural talents, leading villagers to emancipate their minds and establishing new development concepts.
