自然资源领域生态产品价值实现机制思考--基于生态产业化实践

Consideration on the Value Realization Mechanism of Eco-Products in the Field of Natural Resources-Based on the Practice of Eco-Industrialization

推进自然资源领域生态产品价值实现,是新时代贯彻新发展理念、构建新发展格局的内在要求,生态产业化是自然资源领域生态产品价值实现的重要途径。文章阐述了自然资源领域生态产业化价值实现的内涵和各地生态产业化中存在模式,从资本角度分析了自然资源领域生态产业化的特殊性,针对基层在生态产品价值实现实践中存在的困难和挑战,提出了构建自然资源领域生态产品价值实现机制的建议:①建立更加务实的生态产品产权制度;②加快建立可交易的价值评估机制;③加大资源有偿使用政策支持;④积极培育生态产业化市场主体;⑤加强生态资源信息调查与交易平台建设;⑥编制生态资源资产规划。

Promoting the value realization of eco-products in the field of natural resources is the internal requirement of implementing the new development concept and building the new development pattern in the new era,eco-industrialization is an important way for value realization of eco-products in the field of natural resources.The paper expounds the connotation of the value realization of eco-industrialization in the field of natural resources and the existing patterns of eco-industrialization in various regions,besides,it analyzes the particularity of eco-industrialization in the field of natural resources from the capital perspective,in view of the difficulties and challenges existing in the practice of value realization of eco-products at the grassroots level,this paper puts forward the following suggestions on constructing the value realization mechanism of eco-products in the field of natural resources:①establish a more pragmatic property right system for eco-products;②accelerate the establishment of tradable value evaluation mechanism;③increase policy support for paid use of resources;④actively cultivate the market subjects of eco-industrialization;⑤strengthen the construction of eco-resource information investigation and trading platform;⑥compile ecological resource asset planning.
