摘要
文章针对建设用地供后监管问题提出以土地为载体、以土地上项目关键阶段手续为抓手的监管方法,借助土地和项目的空间位置关系及项目各阶段手续逻辑关系,按照合同约定条件,构建自动监测模型,对项目是否按照合同约定时间开工、竣工,以及开工面积、竣工面积等土地利用情况进行自动监管,实现项目从土地供应、项目立项、规划许可、施工许可到竣工验收全生命周期的多部门协同监管,并通过实验验证该方法对建设用地供后全生命周期自动化监管具有可行性。
Aiming at the post supply supervision of construction land,this paper puts forward a supervision method based on the land as the carrier and the procedures at the key stages of the project on the land,with the help of the spatial location relationship between the land and the project as well as the logical relationship of the procedures at each stage of the project,according to the conditions agreed in the contract,an automatic monitoring model is built to automatically supervise whether the project starts and completes at the time agreed in the contract,as well as the land use conditions such as the area of construction and completion,realize the coordinated supervision of multiple departments in the whole life cycle of the project from land supply,project approval,planning permission,construction permission to completion acceptance,through experiments,the feasibility for the automatic supervision of the whole life cycle of construction land after supply of this method is proved.
