“十三五”时期林下经济产业发展分析

Study on the Development of Underforest Economy During the 13th Five-year Plan Period

林下经济作为一种循环经济,依托林地资源,利用林下空间进行合理种植和养殖,在推动林业资源复合利用的同时,能够进一步促进林业经济发展,丰富业态,提高林农收入,巩固脱贫成果同步推进乡村振兴。在全面总结“十三五”时期林下经济产业发展的基础上,对比了“十二五”末和“十三五”期间产业发展情况,分析了我国林下经济产业发展现状,并对产业可持续健康发展提出了相关建议:“十三五”时期,我国林下经济产业发展处于生态文明建设和绿色发展的机遇期,产业规模稳步增长,产值逐年增加,发展模式多样,产品种类丰富,示范基地建设稳步推进。林下经济产业作为带动林业产业结构升级、实现资源永续利用的重要举措,应进一步加强宏观引导,优化产业结构,完善支持体系,促进产业可持续发展。

As a circular economy,underforest economy relies on forest land resources,uses undergrowth space for reasonable planting and breeding,and promotes the utilization of forestry resources,which can further promote the development of forestry economy,enrich industrial forms,improve the income of forest farmers,consolidate the achievements of poverty eradication,and promote rural vitalization.Based on a comprehensive summary of the development of underforest economy during the 13th Five-year Plan period,this paper compares the industrial development at the end of the 12th Five-year Plan and the 13th Five-year Plan period,then analyzes the current situation of underforest economy in China,and advances some suggestions on the sustainable and healthy development of the industry.The industrial scale of underforest economy has grown steadily;the output value has increased continuously;the variety of products was abundant,and the construction of demonstration bases has been steadily promoted in the"13th Five-Year"period.As an important measure to drive the upgrading of forestry industrial structures and realize the sustainable utilization of resources,the underforest economy should further strengthen macro guidance,optimize the industrial structures and improve the support system to promote the sustainable development of the industry.
