政策工具视角下长三角人才一体化政策表征研究--基于2018~2021年的政策文本内容分析

Research on Talent Integration Policy Characterization of Yangtze River Delta From the Perspective of Policy Tool--Based on a Policy Text Content Analysis From^(2)018 to2021

在长三角一体化发展背景下,制定规范的长三角人才一体化政策制度有助于引导和保障人才队伍的建设开发。通过NVIVO质性研究软件分析2018~2020年间三省一市四地政府出台的区域和地方性人才一体化政策文本内容,以政策工具的理论视角设计研究框架,应用政策文本计量的研究方法对政策条目进行编码,实证分析了长三角人才政策发展的工具特性和政策表征。结果发现:三省一市人才一体化政策对于人才的共享流动和建设展望已经采取了有益行动,并取得初步成效,但从一体化整体上来看,仍存在着供给型政策维度突出,行政性举措应用过多;环境型政策维度稍显不足,宏观支持性举措所占比重较少;需求型政策维度短缺,市场资源力量运用欠佳的表征情况。基于上述问题从一体化治理机制、一体化人才发展格局、创新合作关系、政策工具平衡性方面提出了研究建议,为后续促进人才一体化政策提供支持借鉴。

Under the development background of Yangtze River Delta integration,the formulation of standardized talent integration policy system of Yangtze River Delta is helpful to guide and guarantee the construction and development of talent team.This paper uses the NVIVO qualitative research software to analyze the content of the regional and local talent integration policy texts issued by the governments of three provinces,one city and four prefectures from 2018 to 2020.The research framework is designed from the theoretical perspective of policy tools,and the research method of policy text measurement is used to code policy items.The instrumental characteristics and policy representation of talent policy development in the Yangtze River Delta are empirically analyzed.The study found that the three provinces and cities talent integration policy for talent sharing flow and construction development has taken beneficial actions for talent sharing flow and construction prospect,and achieved initial results.But from the integration of the whole,there are still prominent supply-based policy dimension,and administrative measures have been applied.The environmental policy dimension is slightly insufficient,and the proportion of macro support measures is relatively small;the demand-oriented policy dimension is short,and the market resources are poorly utilized.Based on the above problems,research suggestions are drawn from the aspects of integrated governance mechanism,integrated talent development patterns,innovative cooperation relationship and policy instrument balance,which provides support and reference for the subsequent policies to promote talent integration.
