丘陵欠发达地区脱贫攻坚与乡村振兴融合研究--基于南充市仪陇县521户的调查数据

Integration of Poverty Alleviation and Rural Revitalization in Underdeveloped Hilly Areas Survey Data of 521 Households in Yilong County,Nanchong City

基于丘陵欠发达地区--南充市仪陇县7个乡镇521户脱贫户调查数据,构建脱贫攻坚与乡村振兴评价指标体系,采用熵值法与耦合协调度模型,对研究区脱贫攻坚与乡村振兴融合状况进行实证分析。结果表明:①仪陇县脱贫攻坚评价指数为0.307,乡村振兴评价指数为0.252,7个乡镇的脱贫攻坚评价指数均高于乡村振兴评价指数。②仪陇县脱贫攻坚与乡村振兴耦合协调度为0.3729,属于轻度失调状态。7个乡镇的脱贫攻坚与乡村振兴耦合协调度处于0.3814—0.4640范围内,其中有3个乡镇处于轻度失调状态,4个乡镇则处于濒临失调状态。③家庭人均收入水平是影响仪陇县脱贫攻坚与乡村振兴耦合协调发展的主要因子。基于上述实证结果,提出仪陇县应聚焦乡村振兴各个维度的均衡发展,不断健全政策、人才、产业、组织和生态保障机制,以实现区域经济社会高质量发展的建议。

Based on the survey data of 521 households in 7 towns in Yilong County of Nanchong City,a hilly underdeveloped area,this paper constructed an evaluation index system of poverty alleviation and rural revitalization.This paper used the entropy method and the coupling coordination degree model to empirically analyze the integration status of poverty alleviation and rural revitalization in the study area.The results showed that:①The evaluation index of poverty alleviation in Yilong County was 0.307,and the evaluation index of rural revitalization was 0.252.The evaluation index of poverty alleviation in 7 townships was higher than the evaluation index of rural revitalization.②The coupling coordination degree of poverty alleviation and rural revitalization in Yilong County was 0.3729,which belonged to a state of mild imbalance.The coupling coordination degree of poverty alleviation and rural revitalization of 7 townships was in the range of 0.3814-0.4640.The coupling coordination degrees of 3 towns were in the state of mild imbalance,and 4 towns were in the state of near imbalance.④The per capita income level of households was the main factor affecting the coupled and coordinated development of poverty alleviation and rural revitalization in Yilong County.Based on the above empirical results,this paper proposed that Yilong County should focus on the balanced development of all dimensions of rural revitalization,and continuously improve policy,talent,industry,organization and ecological guarantee mechanisms in order to achieve high-quality development of regional economy and society.
