摘要
我国高校图书馆评估面临着外部环境不成熟、内部动力不足、评估指标与评估标准难以统一、评估效益和效率不高等困境,很难直接评估高校图书馆的质量。在对当前存在问题进行分析的基础上,建议在“目标适切”的质量定义下间接评估高校图书馆质量,重点关注与高校图书馆质量密切相关的指标,如图书馆发展目标、内部质量保证体系、评估文化、方法和数据、价值传递能力等,并建议借鉴工程教育专业认证的理念设计自评与第三方认证相结合的认证制度。
In China,the evaluation of academic libraries is facing the predicament of immature external environment,insufficient internal motivation,difficulty in unifying evaluation indicators and standards,etc.Consequently,it is difficult to directly evaluate the quality of academic libraries.Based on the analysis of the existing problems,this paper suggests that the quality of the libraries should be indirectly evaluated under the quality definition of"appropriate objectives",and that close attention should be paid to the evaluation indicators closely related to the quality of academic libraries,such as library development objectives,internal quality assurance system,evaluation culture,methods and data,and value transmission capacity.The paper also suggests designing an accreditation system that combines self-assessment with third-party accreditation by drawing on the concept of professional accreditation in engineering education.
