Main Problems and Developing Strategies of the Green Techno-economic Paradigm Leading the Transformation of Ecological Civilization

党的十九届五中全会强调要推动绿色发展,促进经济社会全面绿色转型。演化经济学家卡萝塔·佩蕾丝提出的技术-经济范式引领经济社会变迁的演化机理,为我们动态分析绿色技术-经济范式引领生态文明转型提供了一种有效的分析工具。通过澄清工业技术-经济范式是否处于潜力衰微阶段、绿色工业革命是否已经拉开序幕、绿色金融资本是否得到适度发展、经济社会绿色转型面临什么样的社会-制度障碍等基础问题,可以明确绿色技术-经济范式引领生态文明转型的理论前提、基础条件、关键角色和革新方向。绿色工业革命已经拉开序幕,中国应当坚持创新引领发展,发挥中国特色的治理优势,主动培育绿色技术-经济范式及其社会学习,加速引领和推进生态文明全面转型。

The Fifth Plenary Session of the 19th Central Committee stressed the promotion of the green development and the overall transformation to green economy and society. The theory of techno-economic paradigm,proposed by an evolutionary economist Carlota Perez,provides an effective analysis tool for us to dynamically analyze how can the green techno-economic paradigm lead the transformation of ecological civilization. By clarifying the basic issues such as whether the industrial techno-economic paradigm is at the stage of potential decline, whether the green industrial revolution has begun, whether the green financial capital has been appropriately developed,and what social-institutional obstacles the green transformation will encounters,we can ascertain the theoretical premise,basic condition,key role and innovation direction of green techno-economic paradigm that guides the transformation of ecological civilization. Facing the coming green industrial revolution,China should adhere to innovation-led development,actively cultivate green techno-economic paradigm and its social learning, and give full play to the advantages of governance with Chinese characteristics, so as to accelerate the overall transformation of ecological civilization.
