新时代民营经济持续健康发展评价监测路径探究

Research on the Evaluation and Monitoring Path of Sustainable and Healthy Development of Private Economy in the New Era

民营经济健康发展是推动新时代国家经济治理现代化的一项重要内容。从学理上对民营经济持续健康发展进行定性分析和量化评价,构建系统完善的监测评价体系意义重大。中国民营经济健康发展评价应以“两个健康”为指引,划分为两大类评价标准。其中,民营经济健康发展指标涵盖发展活力、质量贡献、创新驱动、结构优化、风险防控等5个构成要素17个指标;民营经济人士健康发展指标涵盖爱国敬业、守法经营、创新创业、社会责任、服务环境等5个构成要素21个指标。这样,可以形成系统完整的指标体系框架,建构起适应新时代发展背景的健康监测依据参考。

The healthy development of private economy is an important content to promote the modernization of national economic governance in the new era.It is of great significance to carry out qualitative analysis and quantitative evaluation on the sustained and healthy development of private economy from the theoretical point of view,and to build a systematic and perfect monitoring and evaluation system.The research points out that the evaluation of the healthy development of China's private economy should be guided by“two kinds of health”and divided into two categories of evaluation criteria,among which the healthy development indicators of private economy cover 17 indicators of five components:development vitality,quality contribution,innovation drive,structural optimization and risk prevention and control.The healthy development indicators of private economic people cover 21 indicators,which include five components:patriotism and dedication,law-abiding management,innovation and entrepreneurship,social responsibility and service environment,thus forming a systematic and complete index system framework and constructing a health monitoring reference that adapts to the development background of the new era.
