摘要
已有研究显示,绿色技术创新的减排效应存在争议。本研究认为,能源效率(能效)和能源消费(能耗)的中介影响是争议的原因之一。本文以2010—2019年中国279个地级市的面板数据为研究对象,依据能效、能耗作为聚类标准将其分为低效低耗、低效高耗、高效低耗、高效高耗4类城市,并纳入中介模型探讨绿色技术创新的减排效应。实证发现:①高能耗城市绿色技术创新存在能效的中介效应。②4类城市均存在能耗的遮掩效应,但强弱不同。③能效与能耗的中介差异,使不同类别城市的绿色技术创新减排效应不同。在此基础上,本文提出有利于4类城市优化绿色技术创新环境的政策建议。
Studies have shown that the emission reduction effect of green technology innovation is controversial.This paper argues that the mediating effect of energy efficiency and energy consumption is one of the reasons for the controversy.Furthermore,taking the panel data of 279 prefecture-level cities in China from 2010 to 2019 as the research object,according to the clustering criteria of energy efficiency and energy consumption,they are divided into four categories including low efficiency and low consumption,low efficiency and high consumption,high efficiency and low consumption,high efficiency and high consumption.Four types of cities are included in the mediation model to explore the emission reduction effect of green technology innovation.The empirical findings are as follows.①High energy consumption cities have mediation effect of energy efficiency.②There are masking effects of energy consumption in the four types of cities,but the strength is different.③The mediation difference between energy efficiency and energy consumption makes them have different emission reduction effects.Based on this,policy recommendations are put forward to optimizing the environment for green technology innovation in four types of cities.
