National Governance and China-U.S.Relations

当前的中美关系不仅面临两国建交以来最严峻的局面,而且这一大国关系也是人类历史上从未出现过的。本文将40多年来中美关系的发展历程划分为四个阶段,追溯各个阶段内中美两国国家治理的政策议程及其面临的挑战对中美关系的影响,以及推动这一关系发生变化的过程和对中美关系走向的塑造。本文认为,当大国面临重大国内政策议程挑战时,其对外政策会偏重服务于国内治理的需要。中美国内政策议程及其治理也是决定两国未来是和平共处、良性竞争,还是走向全面对抗的关键因素之一。

The current China-U.S.relations is in the toughest time since the establishment of diplomatic ties,as much as it's unprecedented in human history.In this article,the relations of more than forty years are divided into four phases to reveal how the national governance agendas and challenges in both countries impact China-U.S.relations,particularly how they have shaped the course of the bilateral relationship.It's concluded that the foreign policy of a great power haunted by domestic politics would mostly turn inward.The domestic politics and governance agendas in both China and the U.S.will play a decisive role on whether the two would head for peaceful coexistence with benign competition or sink into an all-out confrontation.
